Media Board publishes its first Annual Report highlighting key achievements in its inaugural year

The Media Board has published its first Annual Report, providing an account of a productive inaugural year. During this year the Media Board successfully established its structures and delivered tangible progress on its mandate under the European Media Freedom Act (EMFA) and the Audiovisual Media Services Directive (AVMSD). This was achieved at a time of considerable challenges for the European media ecosystem.

The Board was constituted on 10 February 2025, succeeding ERGA with a broader remit covering media pluralism, editorial independence and the integrity of the information space. It adopted its Rules of Procedure, Statement of Purpose, Multiannual Strategy and Work Programme. It also set up six Working Groups to advance technical work on audiovisual media, pluralism and markets, the business environment, regulatory developments, information space integrity and cooperation mechanisms.

Activities during the year

In 2025 the Media Board prepared guidance ahead of key EMFA provisions entering into force, contributed to several European Commission consultations, and laid the groundwork for its first opinions on national measures and media market concentrations. It also strengthened its visibility through a new visual identity and website while engaging actively with EU institutions (Parliament, Commission and Council) and stakeholders.

Reflection on the first year of activity

The 2025 Chair, Carlos Aguilar Paredes (CNMC, Spain), noted the context: “We must be aware that the establishment and first steps of the Media Board came at a time of considerable challenges for the European media ecosystem… essential pillars of our democracies such as the right to information, media freedom, and media pluralism are at stake.”

Outlook for the future

Amma Asante (CvdM, Netherlands), Chair of the Media Board in 2026, stated: “The challenges ahead are complex, but together we have the expertise, creativity, and commitment to make a real impact. By fostering openness, inclusion and collaboration, we will ensure that every voice in our network contributes to shaping the European media landscape we envision.”
