The Media Board of the European Union launched 25/02/2025 on its official website a consultation to all interested stakeholders on its drafts Statement of Purpose (SoP), Multiannual Strategy (MaS) and 2025 Work Programme (WP), as agreed at the inaugural Plenary held on Monday 10th February in Brussels of this independent advisory body established under the European Media Freedom Act (EMFA).
Composed of independent national media regulators from all EU Member States, the Media Board aims at promoting a more coherent and effective application of media regulation across the Union, as a reflection of the strengthened commitment of the EU to media freedom and independence, pluralism and protection of fundamental rights.
In line with the Media Board’s belief that transparency and inclusiveness are of the essence for a satisfactory achievement of its mission, stakeholders are kindly asked to visit its website (https://media-board.europa.eu/consultations_en) for detailed information on how to respond to this consultation, whose feedback period will last from 25th February until 11th March 2025. Also on our webpage, they will find the documents submitted to consultation, including explanatory notes, which are the following:
- The Statement of Purpose (SoP) outlines the broad vision of the Media Board, along with its long-term ambition and values, presents the concrete missions of the Media Board and explains its operating principles.
- The Multiannual Strategy (MaS) presents the broad strategic priorities, accompanied by concrete pillars, which will guide the activity of the Media Board for the period 2025-2027.
- The 2025 Work Programme (WP) shows the top priorities of the Media Board for the development this year, providing a key guidance of the activities of the Media Board to achieve its goals and contribute to the implementation of EMFA.
The Media Board builds on and succeeds the European Regulators Group for Audiovisual Media Services (ERGA), established in 2014 as an advisory body to the European Commission on the national implementation of the Audiovisual Media Services Directive (AVMSD). It will take on high-level responsibilities related to both EMFA and the AVMSD, which implies a significant upgrade of the scope of its institutional remit activities in comparison to ERGA.
The Media Board will play a pivotal role in ensuring a coherent application and effective enforcement of relevant EU media law, by, inter alia, providing assistance to the European Commission in drawing up guidelines with respect to the application of EMFA and AVMSD, issuing opinions as per EMFA, and fostering cooperation and the exchange of best practices among national regulatory authorities.
At the Plenary session on Monday 10th February, Carlos Aguilar, Member of the Board of Spain's National Commission on Markets and Competition (CNMC), was appointed as the first Chair of the Media Board, and Amma Asante, Chairperson of the Dutch Media Authority, was appointed as Vice-Chair.
